The article is referring to Christians, and seems to imply that God chooses to ignore us, instead of say yes, no, or wait.
I have to question the authors conclusions that holding the belief that God will always answer means that "he ignores the necessity to live soberly, righteously and godly in this present world, and actually takes God's flat refusal to answer his prayer as the very answer itself.
When God says no, you should look at *why*, and if you're not living right then you have to correct yourself. But at the same time, his saying no could just as easily be that what you're asking for is something you shouldn't have at that time, or at all.
